The project of investigation and control of environmental heavy metal pollution in Tainan Science Park(including Indoor Air Quality announcing and improving in Tainan county) 2010

This project included three objectives, verifying the distribution of factories
where arsenic, rare heavy metals (gallium, indium, thallium, and molybdenum),
and hazardous volatile organic compounds (VOCs) were applied at Tainan
Science Park; confirming the concentration of heavy metals scattered in the
surrounding area of Tainan Science Park by analyzing the suspended solid
samples; conducting the measurement of indoor air quality in public and private
locations to promote the autonomous management system of indoor air quality,
accompanied by an expanding advocacy of comprehensive indoor air quality
measurement and autonomous management system to employers from all walks
of life.
In the aspect of factory information investigation, 33 factories had been
investigated. At Tainan Science Park, arsine is applied as raw material in
manufacturing by six companies. On the other hand, heavy metals, including
arsenic, galliums, and indium, are used by one comany at Tree Valley
Park.Compare emissions of arsenic 2009 to 2010 berween Tainan Science Park,
Central Taiwan Science Park and Hsinchu Science Park, Hsinchu Science Park
has the largest heavy metal emissions of arsenic, followed by the Tainan park,
while the emissions of the smallest Central Taiwan Science Park.
In this project, totally 32 suspended solid (PM10 and PM2.5) and 8 Cascade
samples were collected at 8 locations in the surrounding area of Tainan Science
Park from September 2010 to April 2011, respectively. Two Elements, copper
and lead, had higher concentrations in PM10 at 8 locations. lead、nickel 、
arsenic、cadmium were lower than the suggested average concentration by
European Union.
In order to predict the influence of emitted arsenide on environmental air
quality, ISCST 3 (Industrial source Complex Short-Term) Dispersion Model was used in this project for evaluation. The model area as prediction was a square of
side 15 km where its center was Southern Taiwan Science Park. In addition, 5
sensitive receptors, including environmental engineering center, Yan Ming
Elementary School, activity center, Sin Shih Elementary School, and activity
center in Fenghua Community, were selected to receive the emitted arsenide
from 25 flues. The model result showed that the enhancement of annual average
concentration at environmental engineering center, Yan Ming Elementary School,
activity center, Sin Shih Elementary School, and activity center in Fenghua
Community was 1.3×10-4, 2.0×10-5, 2.0×10-5, 1.0×10-5, and 6.0×10-5 μg/Nm3,
respectively. However, the maximum enhancement was 4.0×10-4 μg/Nm3,
situated inside Southern Taiwan Science Park.
The work related to indoor air quality in this project started from July 9,
2010 and ended with July 8, 2011. During the period of this project, the findings
and results of the implementation works were summarized as the followings.

The explanatory meeting on the autonomous management and
improvement technology of indoor air quality was held in Kun Shan University.
The invited participants include the authorities at Tainan County government
and the specialists responsible for the management of public places in the
organizations, such as office building, school, hospital, business store. The
topics of this meeting were focused on the sources of indoor air contaminants,
the draft of related regulations, the improvement technology of indoor air quality,
implementation of the autonomous management system of indoor air quality. In
order to transmit the importance of the autonomous management system of
indoor air quality, 600 advertising gifts were distributed to impress the
participants.In this project, 20 public locations were selected for the screening of indoor air quality. The measurement of indoor air quality was conducted by direct
detection apparatus, including CO2, CO, formaldehyde, volatile organic
compounds (VOCs), PM10, PM2.5, O3 and temperature. Among the selected
public locations, 5 sites were investigated previously in the project of
Implementation of the Autonomous Management of Indoor Air Quality at Tainan
County in 2009. The results showed that the levels of CO2, O3 and PM10 at
public locations commonly exceeded the suggested threshold by Taiwan EPA.
The evaluation of indoor air quality improvement at Southern Taiwan
Science Park was conducted on December 23, 2010. Because Tainan City and
Tainan County were merged, the evaluation results transfer to five-star label
ranking system for the Autonomous Management of Indoor Air Quality at
Tainan City. Accordingly, the four-star or five-star medals will be awarded to
those qualified organizations.
